As someone noted here, there were second round picks who wouldn't accept a two way contract. It is possible Tre was one of those.
I'm not an expert on the CBA, but when you complete the first year of a two way contract, it's usually just easier to financially maneuver the cap by fulfilling the second year? This is my guess.
On the other hand, it could be part of the roster construction-- they could see we have too many combo guards at the moment and want to wait until next year to bring him in. Whereas Tre is more of a natural point guard and we only have two of those.

If you really think about it, roster moves withstanding, the best way to optimize the rotation is to take DJ out of the rotation. He can't be a 3 and D, unless he has improved his shot and strength a ton. He's the only one left that hurts the team in a big way out there. I didn’t take it that way at all. I saw it as a clear message to the vets. LMA, DDR, and Rudy are all on ending contracts. They are the ones playing ISO ball. DJ doesn’t take a lot of 3s, but he does take them, and make them at about a 37% clip. DDR intentionally passes them up. I think that will no longer be tolerated.
Opposite. Multiple ball handlers needed for bubble offense , DJ has also the highest potential to push the pace because of his rebounding. This is referring to LA, DDR and Gay Pop would cut down on post-ups and iso possesions.

Basically, he's saying they now have proof of concept that their archaic crap will have them out of the playoffs and that he's no longer going to let them do what they want just to appease them.
This team is up against it as is as far as making the playoffs go and they're all more than likely entering their final season as Spurs anyway, so the days of placating them are over.
DDR shying away from 3s doesn't hurt the team if he continues the role he had during the bubble, which was to facilitate more often and not look for his own shot as often. It made a big difference. He let others shine and handle the ball more.
Rudy is the only one I agree with.
But that's only one player-- not enough to hurt the team's new goals.
