read the 12th Amendment, all Mike Pence gets to do is open the EC certificates from the states, which are then counted; whoever has the majority of votes, in this case, Joe Biden, "shall be the President."
If there's no EC majority, there's a contingent election in the US House. In this case, that's moot, the electors have already been certified. No procedure exists for decertifying them or for counting electors not certified by the states.
