what's it called when one side refuses to accept its loss at the polls, uses its legislative majority to prevent the winners from "being read" before the swearing in, then jams in the losing candidates?
They’re actually not swearing in the loser. Just not swearing in the winner.
as far as i'm aware, that seat is now vacant, hasnt been filled by the loser.
