The FTC already regulates truth in advertisements. I don't see a huge problem with doing the same for news. There are certainly slippery slope concerns that have to be dealt with but there's good reason and potential for a minimal level of accountability somewhere between Wild Wild West and Ministry of Truth Chokehold.
A good starting point would be a clear and defined separation between news and opinion, and a legal obligation to retract information that turns out to be false. I would see Congress' role in this to simply amplify the concerns, but the legal repercussions would be battled out in court.
