You just illustrated that any meaningful impact could be just as easily done remotely. If he stayed in Texas, maybe he doesn't even have power. He'd have to be in DC, which means he would be on the phone.

Optically it's a mess for him. Realistically the net effect on the people of Texas is the same. Since no one really knows what the other senator is doing, obviously there's no impetus for senators to actually do anything. This means it's really just a PR issue that he left.
