To blame what's going on in most Central America countries on the US is a stretch by any measure. Corruption, poverty, unchecked crime, etc. are driving people to the border but something has got to give because this is not sustainable.
The fence was a total joke and probably plagued with corruption in its own right.
The cord in the landlines would trip the aliens, greatly embarrass them, and they would be forced to return to their home country in shame.
Forgot to mention that if it is a rotary phone landline, everyone under 25 would be completely dumbfounded as to how it operates.
