For a '22 years federal prosecutor' he's awfully uninformed.
Also, the notion that only the IRS has expertise on what tax laws were broken is 100% wrong as well. States enact their own taxes, collection and enforcement.

It doesn't matter. The SCOTUS affirmed that State prosecutors can subpoena tax records from the IRS (even if it's the sitting POTUS) which directly contradicts what he posted.
He can't prosecute them, but as a public servant he's under obligation to inform the the federal AG (Le ia James?) on any findings of his investigation that points to a federal crime, and it's up to the AG to discuss with the DOJ to enforce or not. Whether the DOJ follows through or not, however, misses the point.
Vance's job is to convince a state jury of the scheme and the claim that federal taxes were also dodged gives more credence to his case. This is the main reason Trump lawyers are likely to contest the inclusion of any mention of federal crimes as well in that particular case.
At the State level, he clearly has authority to prosecute and he doesn't need the expertise of any federal agency, just their records which he can obtain.

Then, instead of simply putting that money into his paycheck and reporting it to IRS, the Trump Organization allegedly diverted part of it into fringe benefits, such as private school tuition for his grandchildren, a Manhattan apartment where Weisselberg and his wife lived, and leases on two Mercedes-Benzes for him and his wife. All of these perks should have been treated as taxable income in their own right, the indictment says, but instead Weisselberg and the Trump Organization failed to report them as part of his income, avoiding hundreds of thousands of dollars in tax liability.
