Staff and teachers aren't replaceable at will in this context, but to be honest, this is probably part of the greater Republican strategery.
By playing D for SARS-CoV-2 they can wreck public schools. COVID-19 isn't a public emergency for tese guys so much as an opportunity to grab power and settle scores. The way Abbott has used pandemic policy to undermine Texas cities underscores that.
