Russia certainly isn't on par with the US in combat aircraft.
They don't let their pilots fly enough to know how to do their jobs.
The aircraft they do have is all about a generation behind the US in avionics.
Even when they get the birds in the air, there is no clear line of command as to their missions.
Russia isn't on par with the US in terms of communication and control.
The billions they spent on upgrading their encrypted comms got flushed down the toilet of corruption and incompetence.
They have no unified command structure for this invasion.
They are using off the shelf walkie talkies, and single channel comms.
Russia isn't on par with teh US in terms of logistics.
Their logistics units clock in at about 1/4 that of their western counterparts.
Generals and on down steal fuel to sell and line their pockets.
The rations they have sent their troops to the field expired years ago, more money lining someone's pockets.
Russia isn't on par with the US in terms of an NCO backbone for their units.
Lack of discipline in small unit maneuver.
Lack of discipline in simple maintenance.
Lack of use of combined arms.
Lack of initiative when plans go wrong.

Russia's defense industry collapsed after the USSR did, and was never really replaced because of endemic corruption.
That won't change. Their equipment losses are gone, and won't be replaced for years, if not decades. They literally can't make this stuff anymore in any quan y.
