Ethnic cleansing. Their intent is likely to do the same thing they did with Crimea, i.e. move in Russian settlers with promises of stipends and jobs, etc.

if there is a humorous side to this awful war It's that after more than a month of heavy fighting Ukraine has more armor and heavy equipment than they started the war with.

Sort of. The problem is that it is really hard to tell. UKR's official lost figures are probably low.
But that may not be the case with the headlong russian pullback.
Bear in mind that Russia cannot replace:
Helicopters
Planes
Tanks
Artillery tubes
Artillery s s
Missiles
Rockets
They can replace:
Rifles
Small arms ammo
Their stockpiles have rotted away, and the number of tanks and other heavy equipment they have is NOT the number that can be fielded.
The sanctions on chips and machined parts means their factories are useless.
They don't have the engineers to make things
They don't have the machinists to make things.
UKR... has the rest of the world to act as a supply depot.
That's being kind. The next soldier they lose to anything but a slip & fall will be their first.

It is just the annual draft. A lot of the conscripts presently in the army are due to be released, so this isn't going to be some huge increase in available manpower.
I will guess that the % that show up will be a lot lower than in previous years. They will need to find equipment for them, train them, and even if they skimp on both, will be faced with the same low morale as their current crop of sorry sods.
Not as big a deal as a lot of hand wavy news reports might make it out to be.
