    Uvalde school district police chief declines to answer CNN questions in first public comments in a week.

    Pedro "Pete" Arredondo, the embattled Uvalde school police chief who led the flawed law enforcement response to last week's school shooting and has remained out of the public eye since, spoke exclusively to CNN on Wednesday and declined to answer substantive questions about the massacre.

    According to the Texas Department of Public Safety (DPS), Arredondo has not responded to a request for a follow-up interview with the Texas Rangers, who are investigating the shooting at Robb Elementary.

    Yet outside his home Wednesday, Arredondo told CNN's Aaron Cooper, "I am in contact with DPS everyday."

    And outside his office minutes later, he told CNN's Shimon Prokupecz that he's not going to release any further information while funerals are ongoing.

    "We're going to be respectful to the family," he said. "We're going to do that eventually. Whenever this is done and the families quit grieving, then we'll do that obviously."

    What an odd sounding tale. The mayor was across the street but heard no shots, and a would-be negotiator had the shooter's cellphone number handy, but the shooter never picked up, and the mayor just sat there waiting.

    Being inside a building, sequestered from police maybe gives the mayor a smidgen more credibility to claim he didn't know it wasn't a hostage situation.

    According to the most recent data published by the FBI, the rates at which police forces are solving crimes have plunged to historic lows. In the case of murders and violent crime, clearance rates have dipped to just 50 percent, a startling decline from the 1980s, when police cleared 70 percent of all homicides.

    It’s not just murder. Manslaughter is down to 69 percent clearance from 90 percent forty years ago. Clearances in assault and rape cases have dropped to 47 percent and 30 percent, respectively. Nonviolent property crimes like burglary (which involves illegally entering a property), theft (which involves taking property from another person), and motor vehicle theft are getting solved at a microscopic 14 percent, 15 percent, and 12 percent, respectively. According to “Crime and the Mythology of Police,” a recent article published in the Washington University Law Review by University of Utah law professor Shima Baradaran Baughman, “on a good year, police solve less than a quarter of reported cases.”
