What's a reach is to claim everything he had was stolen. He was the chairman of Nasdaq at some point and made popular things like PFOF, which is still legal today (we'll see how long).
He started with penny stocks in the 60's, and the earliest recorded evidence of the fraud comes from the early 90s.
He was both wealthy and powerful on his own right, he just got greedy.

All he owned was owed to people he defrauded. You cannot legitimately call that wealthy. You can try, which it seems you're doing already. His wife was allowed to keep 2.5m. Hardly wealthy.
