    If Russia actually declares war and does what the old guard wants in "drafting" from the population within Russia, they can put a of a lot more people into the conflict. But this brings the war home. Thats the rub.
    Russians will be able to field more ground troops if they "declare war" but these new troops would be stuck with whatever tanks/APC are left as Ukraine has blown up majority of what was initially fielded or brought up from reserves.

    Not ideal situation for putler to go to as he already blew his load since he was expecting a cheap 3-5 day operation.
