Rep. Adam Schiff (D-CA) believes that former President Donald Trump should be referred to the Justice Department for criminal prosecution.
Schiff clarified that the referrals will likely be those who have refused to cooperate,
many of whom have already been referred to the full Congress for a contempt vote.
