Probably because DeJuan Blair is not a Spurs legend. He was part of the Spurs' dark ages of 2008-2011 and never really contributed to anything meaningful despite being a promising rookie.
His best accomplishment for the Spurs was when he was playing for the Dallas Mavericks in 2014 and decided to kick Splitter and get suspended. Spurs won a championship, and Blair was never heard of again.

I'd be sad if because of internal matters Blair was permanently segregated from the club because purely from a fans point of view he was a load of fun to watch and root for.
Ironically enough, he was having a nice series and was somehow making a difference for the mavs before getting suspended.

The guy had issues. Cheap shot artist and jewel thief to boot. There are better people to root for and honor.

JJ Sr. hit some big shots in the '99 run even though he wasn't much use after that. He deserves to be recognized about 20 times more than "no knees" does.
