if you are going to define it as broadly as guns per capita, then sure i'd say norway and Switzerland qualify

Currently comparing Japan to Switzerland and Norway with no mention of the US.

You pointed to Japan's extremely low homicide rate as it being proof of Japan being a polite society...would the same extremely low homicide rate also be proof of Norway and Switzerland being polite societies?
