This behavior is rooted in the systematic racism conspiracy. Behavior socially accepted and even encouraged during Covid. It will work itself out though. Stores will leave these areas. The criminals will venture out to nearby areas and eventually run into places where people are willing to use physical force to combat it. In many ways such behavior is a direct attack on the living standards of communities. Not only do they need to shop there but their family & friends work there.
