It wasn't an epic failure, not even close. He exposed the entire Clinton election interference operation and exposed the FBI's willingness to completely abandon protocol to help her out and then when that failed and Trump won the election he exposed how the FBI again completely abandoned protocol to try and take out a duly elected President.
The Clinton investigation wasn't based on hearsay and it was opened properly.
