I'm not sure what is going to be harder... Ukraine joining the EU or Ukraine joining NATO.
Ukraine is an agricultural power that is going to want a huge share of the EU ag subsidies that are extremely politically sensitive. That alone could derail things without a major compromise.

There is plenty to gain from Ukraine in NATO. They have one of the strongest armies in Europe, if not the strongest, and certainly the most experienced. Only one "neighboring nation" would be "instigated" and their opinion on this issue does not matter.
EU membership is far harder to complete than NATO and lets not forget all this started over path to EU membership in 2014, NATO was never even considered back then, so that would be just as "instigating" to their ty neighbor.
The land is not Russian, there is nothing to "return" to them. They have plenty of their own land.
