What cost and what budget? If the issue here is that they're not contributing to the local economy, just let them work.
The billions coming from the City's budget to shelter and provide other services for the migrants. They should be allowed to work while they wait for their political asylum cases, but I highly doubt it will offset the government costs to accommodate them even if they do work.

Depends where the money is coming from for that. NY gets the second most federal aid in the nation, after California and before Texas.

Elmo is mostly right about this one. A major driver of the illegal immigration problem is (and has been for decades) how difficult it is to actually come here legally.
Where I disagree with the billionaire, however, is that everyone need not become "American". We can (and should) have an expanded legal resident status to enumerates certain rights, but does not include all the same rights as citizens.
