Xi certainty has certain qualities that qualify as Dictator but if he died tomorrow for health reasons the Chinese political party/machine would carry on without missing a beat.
As of today if China truly had wide open elections, Xi would win. The average Chinese citizen is satisfied with how China is operating & their current standing globally.
He has every every quality of a dictator. Appointed until he decides he wants to step down and unlimited unilateral power. He also picks his successor.
