I do find it amazing that having a temperature below average for the date only 5 days out of 17 this month is considered cold though. And getting 2.38 inches of rain in June is wet when the historical average is 2.5 inches in June? 0.43 inches in July 1-16 is wet when the historical average is 1.6 inches of rain in July?
It's cold compared to last year, especially if 2022 and 2023 are the "new norm" then this year and 2021 are cold by comparison.
Also, the long term averages factor in outlier years like 2002 where in June and July there was literally a monsoon trough parked over Bexar County.

Not hottest summer ever is a far cry from cool.
I still remember it being way hotter when I was 25 yrs old headed to LA for a vacation. It was a constant 105-110 for a while before I left for LA and when I got out there it was in the 80's and everyone was melting on the streets of LA except for my bud and I, we were quite fine and the weather out there felt great!
