My thinking is the Spurs already told Sac Castle is not going to be traded. If Castle was involved in any offers this trade would have been done already.
Castle is who the Kings want. Spurs playing the trade offers in their favor and Sac are not biting yet.

ATL 25 back to the Hawks
Kings get CHI 25 plus their swap back
SAC 25 pick owned by ATL to Pels plus CHA25 or a gang of second round picks from Spurs
*edit: now that I'm thinking about it, SAC could get their own 25 pick back from ATL if ATL gets their own 25 pick back from the Spurs. The SAC pick is 1-12 protected.

Spurs get Fox as cheaply as possible, only giving up SA26 (which would be the best of SA/ATL), SA30 (which would be the best of SA/DAL/MIN) and returning the SAC31 Swap along with Devin and Keldon. We keep SA25, ATL25, and ATL27 which are the biggest wins. Spurs Waive/Injured Melton.
Kings turn Fox into two "win now" players, which they and their fans claim they want. They get their swap back.
Nets take back tank commanders and get two actually good FRPs for Cam Johnson. I specifically chose 2026 and 2030, because the Nets already have multiple FRPs in every other year.
To me, this is as close to optimal as possible.
What about something like:
Spurs Get: Fox, Theis
ATL Gets: Brandon Ingram + Tre Jones + 2nds
NO Gets: Capela + Huerter + 2nds
SAC Gets: Sexton + Collins + Bogdan + ATL 25 + Their Swap Back
UTA Gets: Keldon + Zach Collins + Lyles + ATL 27
I feel like this goes on until the 6th or doesn't happen at all. In other words, expecting something today seems unlikely to me.
