You see, incompetence and corruption are a desired traits for subordinates in authoritarian regimes. It ensures their loyalty, as any regime change will have them removed, and any stepping out of line, will trigger legitimate criminal proceedings. These people are now 100% loyal to the regime as their lives and freedom are now tied to the survival of this regime.
Current USA is speed running the Russian model of government. The only remaining obstacle for them is the states, and their independence from federal government. In Russia Putin sets who is the governor of a republic. This will be a problem for them for a complete takeover, but I'm sure they have plan to deal with this issue.
