That means they must be given time to challenge their detentions and make the administration prove the legality of their confinements.

In fact, it is offensively ridiculous to think that any but a handful of people disappeared by ICE will be able to file habeas corpus, because it relies on them having informed families with connections to available knowledgeable lawyers with time and resources to act instantly.
others have pointed out, restricting relief to Habeas is weird. Habeas is supposed to be the last resort to lawless administration, not the first and only one.
basically, if Trumplandia kidnaps people to the 5th District to avoid judicial scrutiny, it's likely there will be no legal remedy at all for rendition to a foreign gulag
