    Um, It Turns Out No One at the Ports Is Collecting Trump’s Tariffs

    Thanks to a technical glitch, Donald Trump’s tariffs haven’t even been collected at U.S. ports.

    On Friday, U.S. Customs and Border Protection reported that an entry code in the U.S. system for American ships to use to have their freight exempted from tariffs isn’t working, and “the issue is being reviewed.” As a result, no tariffs are being collected by the U.S. government for the time being.

    U.S. shippers told the news outlet that they have not been charged higher tariff rates on their containers as recently as Thursday, despite Trump’s claims that tariffs are in effect and are being collected. This latest snafu is on top of the fact that many companies and industry groups are still unsure of when tariffs will be collected, especially since Trump keeps changing the rates erratically in social media posts and executive orders, and making new threats almost daily.

    “There has been some confusion on what President Trump has said in social media posts on when the tariff starts and what is written in the executive order,” Jarred Varanelli, vice president of U.S. sales at logistics firm Savino Del Bene, told CNBC. “Social media posts are not law on the pause and increase in tariffs. With the constant changes to the regulations, all customs brokers in our industry have a difficult task ahead of them.”

    Tariffs war halts US beef exports to China as Australia fills the gap

    About 300 abattoirs in the United States still have not had their export licences renewed to export beef to China — and it seems Australia is filling the gap.

    Before Donald Trump's "Liberation Day" tariff hikes, American beef exporters were already facing problems with their third-largest market.

    According to the US Meat Export Federation, American pork and poultry plants had their export registrations with China renewed on March 16, but China "had still not renewed the eligibility of any US beef establishments".

    "The majority of US beef production is now ineligible for China," it said.

    "This impasse definitely hit our March beef shipments harder and the severe impact will continue until China lives up to its commitments under the Phase One Economic and Trade Agreement."

    While some US beef has trickled into China in the past few weeks, ABC Landline has been told the trade has now ground to a halt — especially after China announced retaliation tariffs.

    Trump exempts phones, computers, chips from new tariffs

    President Donald Trump exempted smartphones, computers, and other tech devices and components from his reciprocal tariffs, new guidance from U.S. Customs and Border Protection shows.

    The guidance, issued late Friday evening, comes after Trump earlier this month imposed 145% tariffs on products from China, a move that threatened to take a toll on tech giants like Apple

    , which makes iPhones and most of its other products in China.

    The guidance also includes exclusions for other electronic devices and components, including semiconductors, solar cells, flat panel TV displays, flash drives, and memory cards.

    The White House said on Saturday the exemptions were made because Trump wants to ensure that companies have time to move production to the U.S.

    White House deputy press secretary Kush Desai said in a statement that Trump “has made it clear America cannot rely on China to manufacture critical technologies such as semiconductors, chips, smartphones, and laptops.”

    China has suspended exports of a wide range of critical minerals and magnets, threatening to choke off supplies of components central to automakers, aerospace manufacturers, semiconductor companies and military contractors around the world.

    Shipments of the magnets, essential for assembling everything from cars and drones to robots and missiles, have been halted at many Chinese ports while the Chinese government drafts a new regulatory system. Once in place, the new system could permanently prevent supplies from reaching certain companies, including American military contractors.

    The official crackdown is part of China’s retaliation for President Trump’s sharp increase in tariffs that started on April 2.

    On April 4, the Chinese government ordered restrictions on the export of six heavy rare earth metals, which are refined entirely in China, as well as rare earth magnets, 90 percent of which are produced in China. The metals, and special magnets made with them, can now be shipped out of China only with special export licenses.


    But China has barely started setting up a system for issuing the licenses. That has caused consternation among industry executives that the process could drag on and that current supplies of minerals and products outside of China could run low.

    If factories in Detroit and elsewhere run out of powerful rare earth magnets, that could prevent them from assembling cars and other products with electric motors that require these magnets. Companies vary widely in the size of their emergency stockpiles for such contingencies, so the timing of production disruptions is hard to predict.

    Rare earth magnets make up a tiny share of China’s overall exports to the United States and elsewhere. So halting shipments causes minimal economic pain in China while holding the potential for big effects in the United States and elsewhere.

    Tariffs are non-negotiable, negotiable, but not a negotiating tactic. They are permanent until they are paused but they will never be paused, until they are paused which means they increase. Permanent exemptions already announced are temporary, but nothing has been announced.
