    A federal judge has ruled that the Trump administration uncons utionally retaliated against the American Bar Association when it abruptly canceled millions in grants awarded to the world's largest association of lawyers and legal professionals.

    Judge Christopher Cooper of the U.S. District Court for the District of Columbia issued a preliminary injunction against the cancelation of the five grants and ordered the Justice Department to fully pay out the $3.2 million previously allocated to the ABA. The grants were intended to train lawyers and judges who work with survivors of domestic violence and sexual assault.

    The Federal Aviation Administration has implemented a ground delay at Austin-Bergstrom International Airport due to staffing shortages at the air traffic control tower, officials said.

    The delay, which began at 11:47 a.m. local time, is expected to continue through late Wednesday night and could cause significant delays for travelers, according to the FAA advisory. Delays are averaging 49 minutes, with some flights facing delays of up to 113 minutes.

    "The FAA is slowing traffic at Austin-Bergstrom International Airport on Wednesday, May 21, due to staffing issues at the air traffic control tower," an FAA spokesperson said.

    A growing backlog of hundreds of unsigned NOAA contracts has slowed agency operations to a crawl — so much so that even Sen. Ted Cruz, a staunch ally of the Trump administration, has raised concerns about the gridlock.

    The bottleneck is due largely to one man: Commerce Secretary Howard Lutnick, whose portfolio includes the National Oceanic and Atmospheric Administration. After taking office in February, Lutnick insisted that he personally review any contract in excess of $100,000.

    Intended as an attempt to identify waste and redundancy, the policy instead has sown chaos at the nation’s preeminent climate and weather agency, say former and current NOAA officials.

    More than 200 NOAA contracts — including one aimed at helping local communities prepare for extreme weather events — are now stuck in limbo, waiting for Lutnick to make a decision. The impasse has forced NOAA to furlough employees, and it has created a work environment where NOAA staffers spend much of their time trying to justify their work — rather than doing it, they say.

    This kind of abuse of power is legion in Trump 2.0 -- Trump should have been removed from office for doing it in his first term tbh

    DOT is not authorized to withhold these funds from expenditure and DOT must continue to carry out the statutory requirements of the program. While DOT cannot withhold these funds under the ICA, DOT could propose funds for rescission or otherwise propose legislation to make changes to the NEVI Formula Program for consideration by Congress.

    Multiple people who have worked with the lab also told ProPublica that there are serious gaps in this year’s monitoring of algal blooms, which are often caused by excess nutrient runoff from farms. Data generated by the lab’s boats and buoys, and publicly shared, could be limited or interrupted, they said.

    That data has helped to successfully avoid a repeat of a 2014 crisis in Toledo, Ohio, when nearly half a million people were warned to not drink the water or even touch it.

    If the streams of information are cut off, “stakeholders will be very unhappy,” said Bret Collier, a branch chief at the lab who oversaw the federal scientists that run the harmful algal bloom program for the Great Lakes. He was fired in the purge of federal probationary workers in February.

    The lab has lost about 35% of its 52-member workforce since February, according to the president of the lab’s union, and it was not allowed to fill several open positions. The White House released preliminary budget recommendations last week that would make significant cuts to NOAA. The budget didn’t provide details, but indicated the termination of “a variety of climate-dominated research, data, and grant programs, which are not aligned with Administration policy” of ending “‘Green New Deal’ initiatives.”

    An earlier do ent obtained by ProPublica and reported widely proposed a 74% funding cut to NOAA’s research office, home of the Great Lakes lab.

    Vance’s office didn’t respond to questions from ProPublica about how federal cuts have affected Great Lakes research. The White House also didn’t respond to messages.
