But I think if he gets past Brooklyn at 8 he could definitely fall for a while. The segments after 9 to at least 16 all have PGs or invested draft equity in PGs in recent years (Scoot, Reed).

I also think Fears makes little sense. If they had ever drafted him, they'd be guaranteed to have an undersized guard on the court at all times, with Fox. That's not great.

Naw, I'm thinking in this scenario they are wanting to assess his true value. That way they can use him as trade bait if for some reason he happened to fall to #14.
