    administrative detention of native Americans by ICE is a treaty violation, says Oglala Sioux Tribe

    “Members of the Oglala Sioux Tribe are United States citizens. We are the first Americans,” Star Comes Out said in the memorandum sent to officials, including Homeland Security Secretary Kristi Noem and Interior Secretary Doug Burgum, the former governors of South Dakota and North Dakota, respectively.


    The memorandum cites seven treaties or acts that reinforce the need for more information and notes “federal immigration authority does not operate on Indian reservations in the same manner as it does in state or municipal jurisdictions.” It then threatens several legal ramifications, including making “treaty-based claims for breach of the United States’ duty of protection.”


    An accompanying press release said the tribe is demanding information on all detained Oglala Sioux tribal members, “the immediate release of all enrolled tribal citizens held under immigration authority,” consultation between the tribe and the federal government, and “written assurances that such unlawful detentions will cease.”
    “Our sovereignty is inherent. Our treaties are binding. Our citizenship is not negotiable,” Star Comes Out said.

    The breakdown in social order in Minneapolis was 100% caused by the state's Governor and city's Mayor. ICE wouldn't need to be there in full force if Walz and Frey would have cooperated and worked with ICE from the start. Instead of cooperating they instructed their police to not help ICE. Instead of cooperating they instructed their police to ignore ICE detainers and criminal illegal aliens were being released from jail purposely without ICE being notified. Instead of cooperating Walz and Frey urged their citizens to resist ICE. ICE was forced to send in more agents because the state was not cooperating with a federal operation. Those two dip s caused this entire mess. Notice how there is no chaos in states that cooperated with ICE from the start.

    ICE's net approval rating is at -17 points. Among independents, the number is even larger. 51% of Americans say that ICE enforcement is making cities less safe. Trump's net approval rating on immigration is way underwater, -16 points. That is a 19 point drop in less than a year's time.

    I did some reading and the Chemical Weapons Convention (CWC) - to which I'm sure your referring - explicitly allows the use of tear gas (and similar riot control agents) for domestic law enforcement, such as policing or crowd control inside a country.
