The Buda Police Department said 45-year-old Chad Michael Watts of Kyle was charged with two counts of assault causing bodily injury over the incident, which occurred during a student walkout. Police said Watts and a girl got into an argument on the sidewalk near the corner of RM 967 and FM 1626 during the demonstration.
Investigators said the dispute escalated into a fight involving several people. A video circulating on social media appears to show Watts returning to his pickup truck after the altercation.
Police said on Tuesday, it was determined Watts was "the primary aggressor in the physical altercation." The investigation is ongoing to determine if additional charges will be filed, they said.
In a statement Tuesday, Hays County Judge Ruben Becerra condemned the violence, saying adults have a responsibility to show restraint, especially in the presence of children.
“Violence or intimidation directed at a minor — particularly during a lawful, peaceful demonstration — has no place in a cons utional republic that depends on the rule of law rather than force,” Becerra said in a statement. "I will not be silent when children exercising their cons utional rights are placed at risk. Our duty as a community is to protect the vulnerable and uphold the freedoms of speech and peaceful assembly that belong to all residents, regardless of viewpoint."

He is seen pushing and shoving the girl, who appears to be holding a sign. As they move down a slope, the girl appears to fall over and Watts appears to to lunge at her. Other students are then seen trying to pull him off her, and one person appears to jump on his back and bring him to his knees. Other students are seen yelling and throwing things at him as he walks back to his vehicle.
The Buda Police Department said they were notified by a Hays County Sheriff's Office school resource officer at around 1.30 p.m. on Monday that students from Moe & Gene Johnson High School in Buda were staging a walkout protest on RM 967.
Officers from multiple agencies responded "to provide safety and security for pedestrians and motorists," the department said.
Police officers were dispatched to the intersection of RM 967 and FM 1626 after being alerted to a verbal argument between a female juvenile and adult male. “The argument escalated into a physical altercation involving multiple people," police said.
The man left before officers arrived on the scene, but was later located and interviewed, police said. Both parties reported minor injuries and declined medical evaluation.
Watts was arrested on Tuesday after further investigation determined he was "the primary aggressor in the physical altercation," police said.
