Muscles expand during use, it would be hard to tell from a mere picture. And David's arms are so much longer that the muscles might look smaller on the bigger frame.
But what's the point of this thread?

I'd say David by a slim margin.
Bigger arms? nah, but Willis did have smaller arms like a human T-Rex!
