Because an animal called the horse (a precursor to the modern vibrator) was once prevalent in the region. Spurs are used to control horses.
In essence, San Antonio views the rest of the NBA as the on-off switch to its championships. One flick and you crank out a warm gooey trophy, another and you allow it to recuperate until it's time to be used again.
