No, they met like two men who really don't trust each other and it damn well played out that way.
Dent wasn't ready to trust Gordon because of his connection with Batman and shady cops working in his department, and Gordon wasn't ready to trust Dent because his good guy fascade seemed too good to be true.
Did you want these guys to talk about their feelings and what not?

It is, afterall, a Batman movie.
Besides, if you know anything about Batman, or have read anything Batman, you'll know that he often has some pretty badass fights on high ends of buildings.
Read some Batman comics and educate yourself. Of course, you'll probably just accuse them of ripping of the first Batman movie, but I digress.

Gordon did call in all the forces he could. That's why he showed up to try and save Rachel. With all the chaos going on, do you really think it would have been rational to move those forces to either location knowing that you had only minutes to get there and that they wouldn't be making it anyway?
