    2008 Beijing Olympic Games
No blacks or Mongolians for bars, or no sources for SCMP?

Posted by Jeremy Goldkorn, July 18, 2008 5:02 PM

    From Beijing Boyce:
Tom Miller of the South China Morning Post reported today that bars in central Beijing have been instructed to not serve blacks or Mongolians during the Olympics:
Beijing authorities are secretly planning to ban black people and others it considers social undesirables from entering the city’s bars during the Olympic Games, a move that would contradict the official slogan, “One World, One Dream”.
Bar owners near the Workers’ Stadium in central Beijing say they have been forced by Public Security Bureau officials to sign pledges agreeing not to let black people enter their premises...
...The owners of five bars that cater to an international clientele in the Sanlitun area separately told me today that they had not been contacted by police recently about enforcing such a ban or signing a related pledge, though one said he had been asked several months ago to not serve blacks.
It is highly plausible that some low level cops have issued such instructions, especially with the current state of high alert in Beijing making officials and government agencies paranoid and very nervous about foreigners.
But it seems highly unlikely that anyone with any real authority would "secretly" plan "to ban black people" from the city's bars.
The sources of the South China Morning Post are anonymous, and the paper does not seem to have any physical evidence to support the article.

Communist officials say they never told pub owners to deny their entry

Chinese officials say there’s no truth to claims that they want bars to ban Blacks and Mongolians during the Olympic games, which kick off in Beijing next month. According to the reports, published in The South China Daily, some bar owners said that the government’s Public Security Bureau has forced them to sign pledges to deny Blacks service in their establishments, reports allheadlinenews.com. While police and some bar owners say there is no ban, some Africans told The South China Daily that they have been double charged for pub entry fees while others told the World Net Daily that they have been forced to show their passports before being allowed to enter a bar, allheadlinenews.com reports. One bar owner even told the Web site that police made him to agree “not to serve Black people or Mongolians.” Chinese officials consider Blacks and Mongolians the force behind illegal drug peddling and crime, which the Communist nation is trying to reduce in the spotlight of the summer Olympics, allheadlinenews.com reports. But says Danwei, the Chinese Web site, such a ban is untrue.

Plausible deniability? I find it unlikely that the highest levels in the China IOC would want such a ban but the second article is correct. I think that at the lower levels of law enforcement, they might have tried to strong arm bars into not admitting Mongolians and Blacks. China for all their espoused Olympic Spirit is still a xenophobic and racist culture.

    Another black eye for China.

Here's the official word from China on undesirable foreigners. Explains why Magic Johnson got the boot and why Melo, Lebron and D-Wade got their freak on before going over there.

Six types of foreigners not welcome for the Olympics

Posted by Jeremy Goldkorn, June 3, 2008 9:02 PM

On Monday, the Beijing Olympic Organizing Committee (BOCOG) issued a set of "legal guidelines" for foreigners visiting China during the Games, including a list of six types of foreigners that are not welcome. Shanghaiist and The Wall Street Journal's China blog have summarized the key points (see links below).
But it must be said that The Shanghai Daily did a better job of describing the rules, at least if comic timing is the measure:
China bans sex workers, terrorists during Olympics

Overseas visitors suspected of working in the sex trade, of smuggling drugs or belonging to a terrorist organization will not be allowed to enter China during the 2008 Beijing Olympics, organizers of the Games said today.
After September, things will revert to normal.
Foreigners with mental or epidemic diseases, including tuberculosis and leprosy, will also not be issued visas to visit China, the Organizing Committee said in a circular published on its official Website.
Entry would be banned to anyone with "subversive" intent upon arriving in China, according to the rule.
"Foreigners must respect Chinese laws while in China and must not harm China's national security or damage social order," the rule states.
The pamphlet, in Chinese only, also banned foreigners from carrying weapons, replica guns, ammunition, explosives, drugs, and dangerous species.
Publications as well as computer storage devices with content harmful to China's politics, cultures, morals and economy are also prohibited, the circular said.
However, visiting foreigners may bring one pet during their visit.
But even the Shanghai Daily report did not list, one by one, the six types of foreigners not welcome. This is a translation of the list of the unwelcome foreigners (the original Chinese is linked below and in the screen shot above):
    1. People who have been deported or prohibited from entering China by the Chinese government.

    2. Those who are suspected might commit acts of terrorism, violence or subversion after entering China.

    3. Those who are suspected might engage in smuggling, drug dealing or pros ution after entering China.
    4. Those suffering from mental disorders or insanity, sexually transmitted diseases, tuberculosis or other infectious diseases.

    5. Those who cannot guarantee their ability to support themselves financially while in China.

    6. Those who are suspected might engage in any acts that threaten the security or interests of China.
So it's pretty clear: No hookers, pimps, dealers, terrorists, activists, revolutionaries, missionaries, demonstrators, pornographers, gun nuts, maniacs, sufferers of mental diseases, carriers of infectious diseases, poisonous snake collectors, beggars or drunkards.
But the rest of you are welcome in Beijing in August 2008.
    And you can bring Fido.

This Olympic blogger reports that the stories are over exaggerated. He goes to 10 bars and there are black people drinking and hanging out as normal. Even goes so far as to say it was fake. I have no doubt there is validity to these stories. In the end, like everything else in China, the story will be sanitized and whitewashed.

The media is censured and the gov't run media will spin it anyway they want so that by the time the Olympics start, this will have been a forgotten story and buried. In any event, banning all people because of race from bars would be the dumbest move that China could ever make. It would be ludicrous for them to make an official statement to that effect. Especially since the world is coming to them for the biggest party in 4 years.

Like I said, a lower level police chief or official probably went into some bars and tried to get them to sign affidavits or some individual bar could have tried to enforce it. The National Gov't of China will be certain to straighten this all out by the time the Olympic games start.

Nice you posted this, and your next real source is a blog site? Consider this, they would be really really stupid if they enforce that rule during the Olympics.

No my original source was the South China Post which typically is accurate. The blog is some random dude walking into Chinese Bars. Google this story yourself there are many other articles on the internet.

"Chinese officials consider Blacks and Mongolians the force behind illegal drug peddling and crime" Whoever made this quote up just shot the credibility of his article down. Drug exports are done between the triads and mainly Drug Ring lords in the Netherlands, and rampant in Macau and Hong Kong, leave the Mongolians or should we say Tibetans out of it.

Yes it certainly discredits the story especially when SCMP starts to backpeddle themselves. However it doesn't mean that there isn't something going on there. There is this story from Reuters earlier last Sept.

Beijing police raid busy bar district for drugs

    Mon 24 Sep 2007, 2:21 GMT
    [-] Text [+]

BEIJING, Sept 24 (Reuters) - Chinese paramilitary police swept through a busy bar district in Beijing, detaining about 20 African nationals suspected of selling drugs, witnesses said.
The raid at midnight on Friday in fashionable Sanlitun, also home to many embassies, came as police tighten security ahead of a Communist Party meeting in mid-October and next year's Olympic Games.
"The paramilitary police sealed off the street at both ends, then moved in," said a witness surnamed Wang.
"Some Africans entered the vans peacefully but others tried to flee and the police used force," added Wang, who works on the street frequented by young foreigners.
Other witnesses said the troops targeted anyone on the street with dark skin.
The Ministry of Public Security and the Beijing police both declined immediate comment.
Chinese police rarely get involved with foreigners if they can help it, owing mainly to poor foreign language skills. (Additional reporting by Ben Blanchard)

But then I guess we do the same thing with racial profiling.

A bit more information on South China Morning Post. Although it is located in Hong Kong, the newspaper is not completely free of the Chinese State Control Media. It is entirely possible that the original SCMP article was squashed by Beijing.

    http://wapedia.mobi/en/South_China_Morning_Post
The Kuok family is known to be pro-Beijing, and questions have been raised over its editorial independence.

At the launch of a joint report published by the Hong Kong Journalists Association and Article 19 in July 2001, the Chairman of the Hong Kong Journalists' Association said: "More and more newspapers self-censor themselves because they are controlled by either a businessman with close ties to Beijing, or part of a large enterprise, which has financial interests over the border."

    I don't think that's true.
I was just at the Sanlitun area 3 days ago and I saw many African Americans in bars.
My friend however was denied a visa because of his ethnicity even though he attended and graduated high school in beijing.

By the time the Olympics start the Chinese Ministry of Information will have cleaned this up. It will be no more than an afterthought. Those low level officials will have been reprimanded. The bar owners will be told what to say to the media. Everything will be just peachy. Just another day in the Magic Kingdom.
