Uhh... there's a difference between cortisone and other such steroids and anabolic steroids taken to increase muscle mass.
For one thing, one of them is legal in sports and one isn't.

The Spurs don't own Manu, but they have sure as rented him. I don't see any difference between Manu and those other guys. They all ought to have their asses kicked for endangering their NBA seasons. Last time I checked, several million dollars per year represents one of a commitment on the part of the teams. I don't think it's unreasonable to expect them to show a similar level of commitment. And, for the record, it's ultimately the fans that are paying those salaries.
This all got started because we used to send amateurs (kids) to the Olympics, while other countries were sending what amounted to seasoned professionals. We finally got to send our professionals, and they destroyed the other teams. And, yes, Americans took pride in that. But if David Robinson, for instance, had been injured and missed the next season? You would have heard just as many people saying that it was a dumb thing for him to do.

if the IOC has this as a banned drug, then I'm willing to bet a lot of athletes would be kicked out

True, but those steroids aren't the same family of drugs as anabolic steroids used for muscle enhancement. And you don't seem to be understanding the difference. Cortisone and those steroids aren't banned drugs.

Well it is all about "you" having too much something in your body.
There are doses which are allowed. It means they are in average. Only when you are higher then the average you may get banned which is highly inprobable.

That was a joke with TD having a drug. But it is fricking true. Steroids are being in medicine and medicine is in sports all the time.
Some are banned some are not. And there are standarts for having too much hormones. Standarts that some people put into books.
There's a group of drugs like cortisone that if the athletes take them, then their trainers/staff have to submit paperwork saying that the drugs were given for therapeutic reasons. If they don't file the papers and they test positive, then they can get in trouble.
