Let me rephrase. Since they're getting hit with a hurricane, then by definition aren't they getting hit with hurricane-force winds? Why not just say that?

Not necessarily. Hurricane-force winds only extend so far outward from the eyewall. You can be affected directly by the winds from Ike, but if you're in the outer edges, you might only get tropical-storm force winds.
