MDA is a huge boondoggle, several $Bs/year, for years going back to St Ronnie, that has never been proven to come even close to working.
We need to spend as much money as necessary to improve our technology so we can more convincingly fake the missile defense tests.
Aggie knows McCain is going to lose. Hence the desperation.
