Perhaps we should mention that the proposed bill was introduced in January 23, 2003 (here's a link to the bill: http://www.govtrack.us/congress/bill.xpd?bill=h108-2575) and never made it to the floor for a vote. IIRC, Republicans had full control of Congress and the Executive at the time.
That said, it's undeniable how many representatives Freddie and Fannie had in their pockets.

The committee that had oversight was split 9-9 Demos-Repubs, and the vote to get it out of committee deadlocked along party lines.
