Section 8 is a federal program that originated in 1937. It's a little before Obama's time, but don't let the facts get in the way of your argument.
You described the advantages of Section 8 subsidies over straight public housing very well. Too bad you are too ignorant to realize what you did.I'm also acting like if you have to provide housing for people then it would be better to just give a check to them so they could choose where to live rather than building housing for them and forcing them to live in it.

The building is privately owned and managed. Section 8 pays a portion of the tenants' rents, and they require that the units meet certain inspection standards, but they don't place tenants and they have zero impact on how the building itself is maintained.
I worked in property management for ten years and we managed many Section 8 units. When you have owners that are invested in maintaining their buildings, you attract tenants who are more interested in keeping the building clean, and it can be a very good program. If the owner just wants to make a quick buck, you attract crappy tenants and are constantly fighting with the Housing Authority. Some of our very best, and very worst, tenants were on Section 8.
It's a good thing the Republicans ended public housing once and for all when they had control of all branches of government.
I watched that video and I must have said "Get off your ass and fix it!" six times.
I don't know what I missed, but section 8 housing is owned by private individuals or businesses and rent is subsidized by the government to the owner(s). Not meeting the section 8 requirements is a ridiculous reason to demolish a place. The apartments I lived in some years ago were just fine, but didn't meet section 8 requirements. The new owner was rather upset because he was counting on a steady flow of government placed residence and a guaranteed income. There was nothing wrong with the place. It just doesn't meet high enough standards for poor people to live in, yet it's good enough for hard working people!
Section 8 housing is welfare for both occupants and owners and should not exist as it does today!
It was the Owners responsibility to take care of the section 8 apartments in the video. It was built for such a purpose, right? If that contention is correct, the reason it no longer qualifies if because Obama's slumlord friend never kept it in proper repair. This condition was there when his friend owned it. Was it Resco?

Valarie Jarrett is a senior advisor to the 2008 Obama campaign. She is the CEO of The Habitat Company that owns (or owned) the buildings in the video. I guess it was very recently sold. In either case, she is the responsible party for the condition of the Grove Parc units. A slumlord as a close Obama advisor. Will he treat the USA as a slumlord?
Actually not the same thing at all, which I'm sure you know, but let's hear your reasons why the Section 8 housing in the video are providing "advantages" to those tenants.

Again, I plainly stated that the managers and owners of that building sucked. That can happen whether a place is Section 8 or not. If you produce evidence that most Section 8 complexes are in that condition, you might have a point. You can't and you don't.
