It's about making addition and subtraction easier by bringing the subtracted number up to a multiple of ten. Then you can subtract it easier.
Example: 102-57
Add 3 to both numbers so you are subtracting 60 rather than 57.
So, 102(+3) - 57(+3)
105-60 =45
102-57 = 45

But really, you use it every day. You're at the store and something costs $3.97and you want 3 of them. You don't multiply 3 x 3.97, you multiply 3 x $4 and then subtract the change to know how much you are spending.
$12.00 - (3x.03)
$12.00-.09= 11.91
Wow...I read the question over like 10 times and still don't understand it. I have finished learning about arithmetic, pre-algebra, algebra, geometry, advanced algebra, trigonometry, calculus I, and calculus II in all my years of schooling. LOL
So then all the answers she got are wrong? Because we did not did not make the greater number a 10.

I am pretty sure that all they want you to do is to use something to count- like coins or something.
Start with the bigger number- say 7 (put out seven onto the first seven squares). To add 4, count 3 onto the remainder of the spots and you have 1 left over-- hence 11 is the answer. It is a stupid way they have of trying to teach basic math skills.
It doesn't get much better than that.

Interesting that you brought this up. I'm a subs ute teacher and had to work with the kids on this the other day. The frame is just used to illustrate or help you. It's suppose to be another way of adding those numbers. All your going to do is take seven and figure how many from four your going to take away to make ten. Then you're going to come up with 10+1. When I taught this math class we used poker chips and put seven in the ten frame and four beneath that. They then took three from the four to fill in the ten frame. I know it took me a long time to figure it out too. Anymore it's not just learning your addition facts.
...it's complicated but it becomes useful when teaching kids integers...
