She did have the catalyst, that's why they were trying to protect her. But, Hiro went back in time to get his mother to give him the catalyst.

No that's not right, he absorbed the abilities and kept them, in the second season he used lightning from his hands and lightning girl was nowhere to be found. He also used telekinesis with Sylar nowhere near him and powerless
