Comes with being more interested in what people have to say that who people are. You add something to consume more of the disposable cash, and it makes it less likely they'll come here. There is no benefit to come here in terms of TV contract (by far the most important part of NFL finances), merchandising (this is an exception with a couple teams, though, as they keep a share of their sales off the top), etc. It's all about tickets and suite sales. If you can't provide better tickets and suite sales than somewhere else, you ain't getting the NFL.
The Saints short lived stay. The current agreement with the Cowboys was reached a few months after Hardberger got busted violating NFL rules by talking to Benson about relocating the Saints permanently.

I need to look it up for sure, but IIRC, Benson wanted hundreds of millions of dollars worth of renovations done to the Alamodome just to be considered in moving the team. Hardberger basically told him to get the fock out.
edit: I remember now......Benson was basically demanding a new stadium. Hardberger and the rest of SA was getting tired of getting played by Benson and told him that with a few renovations, the Alamodome was NFL ready so take it or leave it.
Hardberger never got busted by the NFL for violating any rules in talking to Benson......
