I have no idea. Whenever I am channel surfing I see Bexar County advertising its Records Office (which includes Birth Certificates). Call the county you were born in and see what the deal is. I'm sure its probably like an I-9 "this this AND this or this AND that" for your ID. Like a a school id (which I know you have) may subs ute for a drivers license.
They usually want two forms of ID and one of them is usually your Social. I had to do this for someone a few years ago when I worked for an attorney but I can't remember all the details. I'm almost certain you have to provide a social security card to get it though.
I think some other things they might ask for is the photo ID of a direct relative(like your Mom or Dad) and a copy of a utility bill and a paycheck stub with your name on it. Stuff like that.
Just take your social, a paycheck stub, a utlity bill and if your Mom or Dad are available get them to go with you to the Department of Health(I think) and you should have every thing you need and then some to get one.
If you are in SA and born in Bexar County:
You can obtain copies of birth certificates in person from the Metropolitan Health District Office at 719 Santa Rosa Street, in downtown San Antonio. The office hours are 7:45 AM through 5:00 PM, Monday through Friday. You will need to fill out a form, pay a $23 fee and show a valid driver's license or identification card. You can also obtain a birth certificate by mail.
Birth certificates also can be obtained at the City of San Antonio Community Link Centers. The addresses, operating hours and phone numbers are:

I got one from the City of San Antonio in December of '07, using a student ID. Took about 15 minutes or so.
