No problem, the whole "the Spurs are cheap" thing doesn't pass a simple fact check. The Spurs operate on a budget and, since the implementation of the luxury tax, it appears that the lux tax limit is that budget.
The tax went into effect in 05-06. The Spurs increased their payroll by about 14M that year and have increased their budget at almost exactly the same rate at the increase in the lux tax ever since.
So maybe you were onto something in your OP. Maybe it was Pop the coach saying to Pop the FO to tell the ownership group that it won't get any better than this until I can spend enough to compete with LA, Boston, Cleveland, etc.

and anyways ... i highly doubt Pop had the intention the OP mentioned ... Pop was just a dumbass for not playing Hill (even prior to the playoffs) ... and as for Bonner playing a lot, i just think he saw in Gooden the qualities that anybody who paid attention would've seen (he's lazy , not focused etc.) and has no plans for him in the future with this team ... and i think he just wanted to up Bonner's trade value for this summer ... unfortunately , i don't think he accomplished that ...
i think the smartest decision Pop could have possibly made with Bonner would've been to sit him the rest of the season after the game against Boston where he had like 30 points and attributed it to some fabricated injury ... at that point his trade value was the highest it's been and the FO probably could have made lemonade with lemons this off-season ...

So how did he override himself on the Josh Howard draft pick? He wanted Howard as well as TD but they but got overruled gy RC. I think I read somewhere in ST that the Spurs have a rule about draft picks - there must be 100% greement or they don't draft that person.
And Pop admitted it was a mistake soon after IIRC. The Howard and Scola deals were both RC's doings. I think he has been living off the Manu and TP selections for too long.
