Better angle and it does show Kobe elbowed Artest in the neck. I don't think it warrants a suspension but he should be punished in some manner.

That's the video, if you look, Kobe's elbow hits Ron right on the R of Rockets. That's on his jersey and not the neck.

It was right in the lower part of Ron's throat. It is clear. There is only like 5 inches between the top of a logo and the bottom part of the throat.
The Rockets wear v-neck jerseys, if you hit a guy on the jersey, it's obviously not on the neck.
Look at where the R in Rockets is, that's nowhere near the fully exposed neck.
NOBODY can come up with a picture of Kobe's elbow at Ron's neck
