Well... sort of an official. It's the guy who sells gyros at all the home games. But he also works in the mail room, and he saw envelopes that he's pretty sure had contracts inside. And the first thing he did was run and tell KillBill, because he knows that he is so well respected over here.

They can't offer NBA contracts without permission, and they can't get permission, because there are stipulations against it this time of year. This isn't ing Greece..you can't just go out and offer contracts any time of year that you want to...we actually have rules here, so stop pulling bull out of a hat because the same ing link YOU posted that's supposed to prove you right actually proves you wrong. It says those three teams are interested in him. Spurs are interested in a lot of players..that doesn't mean they're going to be offered contracts.

Contract rules for the NBA also include foreign players do they not? This should be an internal NBA rule. If not then, all bets are off. Any team can offer a contract overseas at any time.
NBA rules is only for NBA. It has no relation to players in other leagues.
This is the NBA, dude..if a player is being signed by an NBA, they have to be signed defined by the guidelines..Just because a guy is playing in a Euro league right now doesn't mean he can get away without following the rules of the NBA when he's coming to play here...if he's leaving that Euro league to play for the NBA, he has to abide by the NBA rules. The free agency period in the current union agreement starts July 14th...then and only then can a player, foreign or not, be offered an NBA contract. So NO..he HASN'T been offered an NBA contract. So once more...STOP LYING!

Exactly...and that may be. But if the NBA finds out they even told him they WILL offer him a contract, they'll get in trouble.
Let's get real. Does somebody trully bealives that if the Spurs want to sign Bourousis and there's the posibility that if they don't make a move now some other team will sign him that Pop and company won't at least go to speak with Bourousis and say: "look we can't offer you a contract now but we want you in our team, we'll pay "X" amount of money for "X" amount of seasons are you interested?"

Do you trust some guy you don't know who has an inner circle of advisers you don't know with information that could cost you a serious penalty with the league? I don't know enough about how things really work to know the answer.

It wasn't exactly the same thing, but Minny got caught offering Smith something lower with the promise of something higher later and it cost them big time.
