I always forget about Rice being a tier 1, but for the record, Tech is a 2nd tier law school, and it's very good.

If I'm not mistaken, this bill primarily designates the Tier 1 wannabe's and says the state will match private donations each school raises towards that goal. One would think that the schools with active alumni bases and which are successful in fund raising already will have an advantage over those which are not.

House Bill 51 constructs a framework of funding that rewards performance by all of the state’s public universities, but in particular the seven universities classified by the Texas Higher Education Coordinating Board as “emerging research universities.” They include Texas Tech University, The University of Houston, The University of North Texas, The University of Texas at Arlington, The University of Texas at Dallas, The University of Texas at El Paso and The University of Texas at San Antonio. The legislation also provides matching state dollars for external financial support raised for research at these seven ins utions.
Under the new act, more than $680 million dollars may be available to Texas universities as they strive to attract the highest-quality faculty and students and build excellent programs. The bulk of this potential funding, $425 million, is part of a dormant state fund that can be reallocated to help emerging research universities if voters approve a cons utional referendum this November.
$680 million is a start, but only a start. Divide that seven ways and you get less than $100m per school ... over a two-year period until the next time the Leg meets. If the conservative voters shoot down the $425 million this will end up being another unfunded mandate from the state.
Texas needs more Tier 1 universities, but it needs to show that it's serious and this bill doesn't do it. Michael Dell or Mark Cuban could singlehandedly put the state's effort to shame if they were so motivated.

Even if US News has them as a third tier, Tech is still a good law school. It's not hard to do little googling to show their accomplishments, employment rates, bar exam pass rates, etc.
The success rate for first-time takers from Texas' nine American Bar Association-accredited law schools ranged from 60 percent at Thurgood Marshall to a high of 90.63 percent at Texas Tech University School of Law in Lubbock. .....

Graduates of the University of Texas School of Law in Austin and the University of Houston Law Center attained pass rates slightly below the February 2004 levels -- with 87.8 percent of first-time takers passing at UT Austin compared with 89.13 percent in 2004 and 81.67 passing at the UH Law Center compared with 81.82 percent the previous February.

Is that even a real ranking? It looks like someone's homemade website.
Go by the criterion used to truly rank law schools, employment prospects at national law firms (i.e., the 250 that pay big).
Here's the ranking in the state of Texas:
1.) Texas
2.) SMU Dedman
3.) Univ of Houston
4.) Baylor
5.) Texas Tech (3rd tier)

Just look at the ridiculous number of grads who have to work at "Other Firm Jobs" because they can't get jobs at national law firms.

That's definitely not any kind of real ranking that anyone but you thinks is a big deal.
I agree that having UT Law on your resume looks much better than having Tech Law, but that has nothing to do with the law program itself. It has more to do with money and marketing, in which UT of course dwarfs Tech in.
Tech has just as high a percentage (in 2004, Tech had the highest in Texas)of graduates that pass the bar exam in Texas, and according to that chart and the Tech website, 96% (highest in Texas) of Tech graduates are employed compared to 74% (lowest in Texas) for UT.
Not sure why you are trying to dog Tech law in this thread. It really doesn't have a whole lot to do with Tech becoming a Tier 1 university at some point.
edit: misread the () for being employed in state......doesn't matter, Tech still has lowest unemployment rate.
