Good question. Sometimes I think they do it purposely so they have a reason to say they're discriminated against in the workforce. Problem is that most good paying jobs want people who can speak English properly, for the most part. Most other people who speak English may have an accent and various different words they use, but at least they still generally speak English correctly.

Most linguistic anthropologists agree that African American Vernacular English is not a discreet language from English. I don't know if it's specific to African Americans; it could be common of poorer people in general.

As for why they do it, I believe in some parts of the world there is a type of stigma to speaking "perfect" or "textbook" english. AAVE is part of a culture and to speak with precise grammar could be seen as a betrayal to one's roots in a sense.

There could also be a type of positive feedback cycle in play. Those who who do not speak perfect english may have a harder time getting jobs; this makes them resent people who do speak perfect english, and so they become even more counter-establishment.
