Not necessarily. They may be waiting to see what other unrestricted FAs they can bring in to man the 4/5 spot. I don't think that they will end up matching the offer sheet, but I have read that they will likely take the full seven days before deciding.
They most likely will not match but they keep their options open by waiting the full 7 days. They have multiple roster spots to fill now and they might utilize him in a S'n'T. I'd say there's an 85% chance Gortat becomes a Mav.
I'm guessing if they sign Bass, then both teams will not match to avoid blocking. I hate to loss Bass, but if that's the price to upgrade the 5, so be it.

Dampier might get in straight up. Look at the west this year. Gasol takes the 1st center. But who gets second? Duncan's listed as a PF, Yao is out injured. Oden hasn't done squat. Shaq's gone east.
