According to the police report, which admittedly, I'm going to be quoting from memory, the officer said that if Gates wanted to continue the conversation, he would have to come outside.

And, the officer could ensure Gates wasn't going to continue he unreasonable tirade after he got in his squad car and left. By the sounds of it, there was a chance of a continued disturbance if he hadn't arrested Gates.
